General Failure Alerts in License Monitor

My thinking is that there should be more elevation of general failure alerts in this tool.

For example, when a debug log loading process is erroring out, instead of producing alerts, it is possible to have a blank denials pane on the history section of the summary page.

In the case where this happened to me, the blank pane (indicating 0 denials) was inaccurate. This tends to make me mistrust this pane whenever it is showing I have 0 denials for the history period I am reviewing. So, at that point, I have to drill into the logs. It would have been handy to have something passed up to the top level that indicated there was a failure. This is just one example. The are a number of failure conditions which could be justifiably elevated to alert status.
